Shame on the humans who are "taking care" of these dogs. Cruelty is a word they do not understand nor care for it. The authorities should just shut down this aberration. My heart sinks to see this is happening. I want to scream and do harm to the owners of this place just so that they could too feel the rage and emptiness.
