Where are the organizations that are responsible for the welfare of these animals?

I too just signed the petition and sent off an email to everyone on the list. I'm stunned in every case why such a huge 'uproar' is needed to make changes happen. Why? Where are the organizations that are responsible for the welfare of these animals? Why is it obvious to all of us what needs to be done but not to the people with the power? Again - I'm so confused.
