I think that the SPCA management and staff that abide and support this kill list have suffered or have either:
#27 - Head trauma and/or #38 - Neurological problems and consequently require #18 - Behavior assessment!Need I say more as these poor animals certainly can't. Remember though, "We speak for those who cannot speak for themselves". They need to change that motto that has brainwashed SPCA donors.
